Major Portfolio Changes Made: The Appointments Committee of the Cabinet (ACC) has approved the several appointments

Mumbai, August 17, 2024: The Appointments Committee of the Cabinet (ACC) has approved the following appointments:
(i) Shri Vivek Joshi, lAS (HY:89), Secretary, Department of Financial Services, Ministry of Finance as Secretary, Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions.
(ii) Shri Rajesh Kumar Singh, lAS (KL:89), Secretary, Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry as Officer on Special Duty, Department of Defence, Ministry of Defence in the rank and pay of Secretary to the Government of India. The officer will take over as Secretary, Department of Defence, Ministry of Defence vice Shri Aramane Giridhar, lAS (AP:88) upon completion of his tenure on 31.10.2024. The ACC has also approved extension in service of Shri Rajesh Kumar Singh, lAS (KL89) as Secretary, Department of Defence beyond the age of superannuation, for a period up to 31.10.2026 or until further orders, whichever is earlier, in terms of provisions of FR 56(d) and Rule 16(1A) of the All India Services (Death-Cum- Retirement Benefits) Rules, 1958.
(iii) Shri Katikithala Srinivas, lAS (GJ:89), Secretary, Ministry of Minority Affairs as Secretary, Ministry of Housing and Urban Affairs.
(iv) Shri Manoj Govil, lAS (MP:91), Secretary, Ministry of Corporate Affairs as Secretary, Department of Expenditure, Ministry of Finance. (v) Ms. Vandana Gurnani, lAS (KN:91), presently in the cadre, as Secretary (Coordination), Cabinet Secretariat.
(vi) Shri Chandra Sekhar Kumar, lAS (OR:92), Special Secretary, Ministry of Panchayati Raj as Secretary, Ministry of Minority Affairs vice Shri Katikithala Srinivas, lAS (GJ:89) upon his appointment as Secretary, Ministry of Housing and Urban Affairs.
(vii) Ms. Neelam Shammi Rao, lAS (MP:92), Central Provident Fund Commissioner, Employees' Provident Fund Organization, Ministry of Labour and Employment as Secretary, National Commission for Minorities, Ministry of Minority Affairs in the rank and pay of Secretary to the Government of India.
(viii) Ms. Punya Salila Srivastava, lAS (AGMUT:93), Special Secretary, Prime Minister's Office as Officer on Special Duty, Department of Health and Family Welfare, Ministry of Health and Family Welfare in the rank and pay of Secretary to the Government of India. The officer will take over as Secretary, Department of Health and Family Welfare, Ministry of Health and Family Welfare vice Shri Apurva Chandra, lAS (MH:88) upon his superannuation on 30.09.2024.
(ix) Ms. Deepti Gaur Mukerjee, lAS (MP:93), Chief Executive Officer, National Health Authority as Secretary, Ministry of Corporate Affairs vice Shri Manoj Govil, lAS (MP:91) upon his appointment as Secretary, Department of Expenditure, Ministry of Finance.
(x) Ms. Deepti Umashankar, lAS (HY:93), Establishment Officer & Additional Secretary, Department of Personnel & Training, Ministry of Personnel, Public Grievances and Pensions as Officer on Special Duty to the President of India in the rank and pay of Secretary to the Government of India from the date of assumption of charge. The officer will take over as Secretary to the President of India vice Shri Rajesh Verma, lAS (OR:87) upon his superannuation on 31 .08.2024.
(xi) Ms. Sukriti Likhi, lAS (HY:93), Additional Secretary & Financial Adviser, Ministry of Steel as Officer on Special Duty, National Authority Chemical Weapons Convention in the rank and pay of Secretary to the Government of India. The officer will take over as Chairperson, National Authority Chemical Weapons Convention vice Shri Mukhmeet Singh Bhatia, lAS (JH:90) upon his superannuation on 30.09.2024.
(xii) Shri Sanjeev Kumar, lAS (MH:93), Chairman, Airports Authority of India, Ministry of Civil Aviation as Secretary, Department of Defence Production, Ministry of Defence.
(xiii) Shri Amardeep Singh Bhatia, lAS (NL:93), Additional Secretary, Department of Commerce, Ministry of Commerce & Industry as Secretary, Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry vice Shri Rajesh Kumar Singh, lAS (KL:89) upon his appointment as Officer on Special Duty, Department of Defence, Ministry of Defence.
(xiv) Shri Prashant Kumar Singh, lAS (MN:93), Chief Executive Officer, Government e-MarketplaCe Special Purpose Vehicle, Ministry of Commerce & Industry as Officer on Special Duty, Ministry of New and Renewable Energy in the rank and pay of Secretary to the Government of India. The officer will take over as Secretary, Ministry of New and Renewable Energy vice Shri Bhupinder Singh Bhalla, lAS (AGMUT:90) upon his superannuation on 30.09.2024.
(xv) Shri Ashok Kumar Kaluaram Meena, lAS (OR:93), Chairman & Managing Director, Food Corporation of India as Officer on Special Duty, Department of Drinking Water and Sanitation, Ministry of Jal Shakti in the rank and pay of Secretary to the Government of India. The officer will take over as Secretary, Department of Drinking Water and Sanitation, Ministry of Jal Shakti vice Ms. Vini Mahajan, lAS (PB:87) upon her superannuation on 31.10.2024.
(xvi) Shri Nagaraju Maddirala, lAS (TR:93), Additional Secretary, Ministry of Coal as Secretary, Department of Financial Services, Ministry of Finance vice Vivek Joshi, lAS (HY:89).
(xvii) Shri Pankaj Kumar Mishra, IRS (IT:89), presently in the cadre, as Member Finance, Atomic Energy Commission, Department of Atomic Energy in the rank and pay of Secretary to the Government of India.
(xviii) Ms. A. Neeraja, IFoS (UP:90), Special Secretary, Department of Fertilizers, Ministry of Chemicals and Fertilizers as Officer on Special Duty, National Commission for Backward Classes, Ministry of Social Justice & Empowerment in the rank and pay of Secretary to the Government of India. The officer will take over as Secretary, National Commission for Backward Classes, Ministry of Social Justice & Empowerment vice Shri Ashish Upadhyaya, lAS (MP:89) upon his superannuation on 30.09.2024.
The ACC has also approved in-situ upgradation of the following officers to the level of Special Secretary in the rank and pay of Secretary to the Government of India as a measure personal to them by temporarily upgrading the posts held by them:
(i) Shri Sunil Paliwal, lAS (TN:93), Chairperson, Chennai Port Trust as Chairperson, Chennai Port Trust in the rank and pay of Secretary to the Government of India. (ii) Shri Vikram Dev Dutt, lAS (AGMUT:93), Director General, Directorate General of Civil Aviation, Ministry of Civil Aviation as Director General, Directorate General of Civil Aviation, Ministry of Civil Aviation in the rank and pay of Secretary to the Government of India.
